Divorce and the Children

Economists sometimes have to remind themselves that they are also human beings. As an economist, the harrowing issues raised in last week’s report into the deaths of children in state care reminded me of copious policy research on the topic of child welfare. But this topic is close to my heart personally as well as in policy terms.

Reared in a home financially ruined by marital break-up, I recall how at the age of 15 our electricity was cut off, how I then dropped out of school and became a ward of court. Thankfully, the extended family came good. But as I read the report I couldn’t help thinking: “There but for the grace of God…”

Reports like this are like Solomon’s parable. They test your moral compass and initial reactions speak volumes: Frances Fitzgerald’s reaction to the report was a call for resources to meet children’s needs. Eamon Gilmore’s was to talk of a referendum on children’s rights by autumn.
